    first off, you dont …
first off, you dont know how long he has been riding, or at what stage in training this horse is at. and it would be very bad to use contact on a horse who isnt ready, or by a rider who doesnt know how to use it properly. using contact incorrectly can lead to serious problems for both horse and rider. so you shouldnt say things unless you know the circumstances.
